Bofors Scam




The Bofors scandal happened in 1980, where many were accused of receiving kickbacks from a company called Bofors AB. Large sums of money was given by Bofors AB to win a bid to supply India’s 155mm field howitzer for the armed forces. The scam was estimated to be Rs. 400 million and it rocked India as the value of the scam was large, the scam was concerned with national security and allegations were levelled even against the Prime Minister. The scam was brought out during Viswanath Pratap Singh’s tenure as defense minister. It was brought to light through investigative journalism by N Ram and Chitra Subramaniam in The Hindu and The Indian Express.

How BOFORS Happened

The Indian Army required Howitzer guns. A tender was floated in 1984. The French Sofma gun was evaluated and was found to be superior to the Bofors gun. The army needed a gun that could shoot at a range of 30km. The army chief Krishnaswamy Sundarji opted for the Sofma guns since the field trials showed that the Sofma could shoot at a range of 29.2 km as compared to the Bofors gun at a range of 21.5km. It was later on revealed that Bofors was illegally allowed to alter its bid without submitting a tender again. The Bofors scandal came to the forefront after an announcement in the Swedish radio in the year 1987. The firm AE Services was used in the scam. This company had a paid up capital of lira 100 and no employees.

Chitra Subramaniam of The Hindu newspaper got hold of the private diary in which it was mentioned that “Q’s” involvement may be a problem due to the closeness with “R”. Q’s identity became clear when Chitra identified the Swiss Bank where the money from AE Services went into. It was later determined that the account was operated by Ottavio Quattrocchi. The CBI had also obtained documents but was ruled out since it was a photo copy. It was also proved that Ottavio Quattrocchi was paid 3% of the sale amount (USD 7 m) as commission through AE Services.

The key accused was Ottavio Quattrocchi. Ottavio Quattrocchi was wanted in India for criminal charges. He was a conduit for bribes in the Bofors scandal. Ottavio Quattrocchi was seen as the middleman by the CBI’s probe of the Bofors scandal, who was an Italian businessman, owned the petrochemicals firm Snamprogetti. 

Ottavio Quattrocchi was also close to Rajiv Gandhi and Sonia Gandhi. This may have led to the downfall of the Congress in the 1989 elections. The case against Ottavio Quattrocchi was strengthened when the Interpol had revealed two bank accounts with the BSI Bank AG in the name of Ottavio Quattrocchi and his wife Maria. The bank accounts had funds of EUR 3m ad USD 1m. This seemed to be a substantial amount of money for a salaried person. In 1993, when the CBI attempted to interrogate Ottavio Quattrocchi, he was allowed to leave the country since Sonia Gandhi had a deal with the late ex-Prime Minister PV Narasimha Rao.

Ottavio Quattrocchi was detained in Argentina in 2007, by orders from the Interpol. He was later released but his passport was impounded. Since India did not have an extradition treaty with Argentina, India lost the case in the Argentine Supreme Court due to the fact that the Indian government did not provide a key court order, a basis to arrest Ottavio Quattrocchi. Currently, the Italian businessman does not feature in the list of CBI’s wanted people and the red corner notice by the Interpol.

Ottavio Quattrocchi won 60 projects for Snamprofetti. These include: 

-1981: The five Alibag (Thal Vaishnet), plants from RCF, four;Kribhco plants in Hazira, as well as the ONGC gas pipeline in Hazira.
-The National Fertilizers Limited plant in Una and two plants in Guna in 1983.
-IFFCO’s three plants in Aonla in 1984 
-The Nagarjuna Fertilizers and Chemicals Limited’s two plants in Kakinada in 1987. 
Over a period of time Ottavio Quattrocchi became influential and was known as the man to approach for contracts with India.

WHAT HAPPENED TO BOFORS SCAM ACCUSED:

Ottavio Quattrocchi, the prime accussed now lives a good life as CBI has withdrawn the red-corner notice against him. India's law ministry under the Congress regime also unfroze his bank accounts in 2006.

Late Ex-Prime Minister Rajiv Gandhi was accused of receiving kickbacks from Bofors AB. In 2004, he was posthumously cleared of the allegation.

SK Bhatnagar: Former defense secretary was accused of abusing his official authority. No actions taken. Died in 2001.

Win Chadha was the arms agent. He was accused of receiving part of the 64 crore kickback by the Rajiv Gandhi government in 1986. Died in 2001.

The Hinduja Brothers were also probed in the Bofors scam. The prosecution failed to prove their involvement in the Bofors scam. In 2005, the Delhi High Court also acquitted the Hinduja brothers Shrichand, Gopichand and Prakash Hinduja of all charges.

After almost 30 years when the Bofors scam was committed, no one has been punished yet. Despite glaring proofs of Quattrocchi's involvement, Congress Govt decided to unfreeze his bank accounts and remove the red-croner notice against him. Three other major accused, Rajiv Gandhi, S K Bhatnagar and Win Chadha, are already dead. Hinduja Brothers have been acquitted of all charges. All in all, no major accused are left to be caught in the scam. Despite glaring evidences of the scam being committed, CBI has failed to nail anyone. In all probability no one will ever be held guilty for one of the biggest Defense scams in Indian history.

All about Coal Scam




What is the basic issue? 

Between 1993 and 2011, the government of India gave away 206 coal blocks for free to government and private companies.

So, if these blocks were being given away free from 1993, why so much commotion now?

The Comptroller and Auditor General (CAG), in a recent report, estimated that the losses due to the policy of the government giving out coal blocks for free amounted to Rs1.86 lakh crore. 

Why is the Congress-led UPA government being blamed if the policy started in 1993?

Estimates made by stock brokerage CLSA suggest that only 41 out of the 206 blocks given away for free were allocated before the end of 2003. This means that 165 blocks were allocated between 2004 and 2011. The UPA government has been in power since May 2004. Hence, a major number of coal blocks were given away free during the UPA rule. 

And how is Prime Minister Manmohan Singh involved in all this?  

The PM also happened to be the coal minister between 2006 and 2009. During this period, 134 coal blocks were given away for free. Estimates made by Nomura Equity Research suggest that between 2006 and 2009, the coal blocks given away for free had geological reserves of around 40 billion tonne. India has around 286 billion tonne of geological reserves of coal. This means around 14% of total geological reserves of coal was given away free during the period Manmohan Singh was the coal minister.

What was the purported reason for giving the coal blocks for free?

This was done to increase the total coal production in the country. The government-owned Coal India Ltd, which accounts for 80% of the total coal production in the country, hasn’t been able to produce enough to meet the growing energy needs of the country. Between April 1, 2004 and March 31, 2012, the production of coal by Coal India has increased by just 65 million tonne to 436 million tonne. This means a growth of a mere 2.3% per year on an average.

What is the reasoning behind CAG coming up with the `1.86 lakh crore number?

The CAG reasonably assumed that the coal mined from the coal blocks given away for free could have been sold at a certain price in the market. Since the government gave away the blocks for free, it lost that opportunity. This lost opportunity is what CAG has tried to quantify in terms of a number.

So, what were the assumptions that the CAG worked with?

While calculating the loss the CAG did not take into account the coal blocks given to the government companies. Only blocks given to private companies were taken into account. Further, only open-cast mines were included in calculating the loss. Underground mines were not taken into account.

How were the numbers worked out?

The total coal available in a block is referred to as geological reserve. Due to several reasons including those of safely, the entire geological reserve cannot be mined. The portion that can be mined is referred to as extractable reserve. The extractable reserves for the blocks (after ignoring the blocks owned by government companies and underground mines) came to 6,282.5 million tonne. This is equivalent to more than 14 times the annual production of Coal India Ltd. And this is the amount of coal the government would have been able to sell if it had not given the blocks away for free to private companies.

But that’s just coal in tonnes, how did CAG arrive at a loss of Rs1.86 lakh crore?

The government gave away 6282.5 million tonne of coal for free. It could have sold it at a certain price. Also, mining this coal would have involved a certain cost. The CAG first calculated the average sale price for all grades of coal sold by Coal India in 2010-2011. This came to Rs1,028.42 per tonne. It then calculated the average cost of production for all grades of coal for the same period. This came at Rs583.01 per tonne. Other than this, there was a financing cost of Rs150 per tonne which was taken into account, as advised by the ministry of coal. Hence a benefit of Rs295.41 per tonne of coal was arrived at (Rs1,028.42 – Rs583.01 – Rs150). The losses were thus estimated to be at Rs1,85,591.33 crore (Rs295.41 x 6282.5 million tonne), or around Rs1.86 lakh crore, by the CAG. 

But isn’t Rs1.86 lakh crore a very big number?

Yes it is a very big number. But still a conservative estimate. The CAG does not take into account the losses on account of blocks given away free to government companies. As I had mentioned on an earlier occasion in this newspaper, the transaction of handing over a coal block was between two arms of the government. The ministry of coal and a government-owned public sector company (like NTPC). In the past, when such transactions have happened, revenue earned from such transactions has been recognised. A very good example is when the government forces the Life Insurance Corporation (LIC) of India to buy shares of public sector companies to meet its disinvestment target. One arm of the government (LIC) is buying shares of another arm of the government (for example, ONGC). And the money received by the government is recognised as revenue in the annual financial statement. So when revenues for transactions between two arms of the government are recognised, so should losses. Hence, the entire idea of the CAG not taking losses on account of coal blocks given to public sector companies does not make sense. If they had recognised these losses as well, losses would have been greater than Rs`1.86 lakh crore.

So, this number could have been bigger?

Yes. The other point to remember here is that the CAG had assumed extractable reserves of a conservative 73% in case of mines where mine plans were not available. Typically, extractable reserves are around 80-95% of geological reserves. The CAG has also been very conservative in calculating the benefit per tonne of coal by taking the average price of coal sold by Coal India Ltd. This price is typically the lowest in the market. Coal from other sources is very expensive. Coal India also sells coal through an e-auction. The price of coal sold through this route is higher than the normal Coal India price. As the CAG has pointed out in its performance audit of ultra-mega power projects, the average e-auction price for Coal India coal was Rs1,782 per tonne in 2010-2011. Imported coal sells at an even higher price. The landed cost of imported coal was Rs2,874 per tonne (based on NTPC data for November 2009), reports CAG. If these prices had been taken into account or a weighted average price would have been created using these prices as well as the average Coal India price of Rs1,028.42 per tonne, the loss number would have been higher than Rs1.86 lakh crore.

If all this is true, so what was that Chidambaram said about zero losses? 

The Union finance minister P Chidambaram wanted us to believe that almost all companies which have been given free coal blocks have not started to mine coal till date. Hence, there are no losses. This is like saying that I gave away my house for free, but since the person I gave it away to is not able to sell it, hence I did not face any losses.

What about the argument that coal is a natural resource and hence, should not be auctioned?
People who have come up with this argument also need to realise that coal, like air, is not an unlimited natural resource. So air need not be priced because it is unlimited, but coal needs to be priced because it is limited. And if that had not been the case, the government would be giving away all the coal that Coal India produces for free.

5 Days Procedure In SSB Interview



Many candidates are freshers, they are not aware of SSB interview procedure, this leads to problems during SSB  interview. They never know the do and don't of SSB interview, they do not know about the necessary documents required during interview process. Lets talk about SSB interview procedure and the various sources which can help you and prepare you before you go for your first attempt. 

5 DAYS SSB SCHEDULE : 


Reporting Day: 

The day of reporting at the SSB board, followed by document check and form filling[PIQ forms]. You are suppose to report at the place mentioned in the call letter, mostly you are asked to report at MCQ [Moment Control Office]. You will not find any difficult in doing so because there are many other candidates who reports on the same day, so you may find one or two. 


[ For some entries reporting day and Screening day are same, please follow your call letters for correct information ]

Note: For some entries reporting day and screening[PPDT] are same, when your reporting time is early like 0700 hours then your screening day will be on the very first day(reporting day)

Stage-1 Testing 

1. Screening : 

Screening process is to pick up some potential candidates from all those who  have reported for the particular entry. It consist of few activities like:


a. Verbal and Non-verbal Test: 

Nothing hard, to be true, doesn't need any preparation too. But it is always good to go well prepared, you can check some verbal and non-verbal sample questions here. After this test you will get some rest, and later proceed for PPDT.


b. PPDT:  

We have already talked so much about PPDT in later posts, this consist of story writing and discussion. You will be shown a picture for 30 secs, later you have to write a story based on the picture you have seen in 3 mins, after that, you will be divided into sub groups of 14-15 members, firstly each candidates will narrate his/her story which is  followed by the group discussion on the picture, among the group members. You can find more details here. Keep in mind that PPDT is the most important part which helps you to clear screening and  takes you to stage-2 testing. 


c. Results of Screening:  

After the compeltion of PPDT, you will get some rest for  2-3 hours and lunch too. Your screening results will be declared after it, selected candidates are allotted with new chest numbers. Rest of the candidates gets their TA and dropped backed to the railway station or bus stand.  

Stage-2 Testing 

Congrats to all who clears first stage of testing, now your real battle starts, loosing the stage-2 battle is very painful for most of us, but a good preparation can fulfill your dream to join Indian defence forces.


2. Psychological Test: 

It is a battery of projective tests, all tests are used to check the psychological suitability of the candidate to be an officer. Candidates are required to write their responses based on the particular test. Here the time limit is very crucial , so you are required to write your first response in time.

Thematic Apperception Test [TAT]
Word Association Test [WAT]
Situation Reaction Test [SRT] 
Self Description Test [ SD]

What to do ??

TAT: 

You will be shown 11 pictures in which last picture is will be a blank slide, each picture will come just for 30 seconds and then disappear, after that you will get 4 minutes time to write the story based on that picture. After 4 mins another picture will come for 30 seconds and same process will be followed till last slide {blank slide }. 


WAT: 

You will be shown 60 words back to back, each word will remains on the screen for 15secs , in 15secs you are required to write a sentence which comes  in your mind first after reading that word. Likewise you have to write 60 words continuously without any pause in between. 

SRT: 

You will get a booklet with 60 situations written on it, you are required to write your responses based on those 60 situations, time allotted will be 30 mins. 

SD: 

You are required to write opinion about you from your parents, friends, teachers, yourself and thing you would like to develop in future. Time allotted will be 15 mins.

Its all about your speed of thinking and writing, do not maupaltes much because it may create problem for you in later stage. Write legible and correct. 

                                                                                                                                                            
3. GTO: 

This is also has a series of outdoor task, the main aim of this task is to judge your qualities during group performance, remember most of the task in this series are group task, you are required to support the group with best of your qualities and not to compete with them in any manner.

Series of Tests:


GD: Back to back group discussion on two topics, mostly current affairs.
GPE: Group Planning Exercise, each candidate has to write his planning for the mentioned problem and map given, later group members are required to discuss on the problem and have to come with a common plan with common consensus. Later one of the group member has to explain the common planning with the help of pointer and map.
PGT: Progressive Group Task, you are required to cross some obstacles with the help of supporting materials like rope, plank, wood log etc. Some rules are required to be followed during this task, it a full group activity.
HGT: Half Group Task, mostly same as PGT but the number of group members will be half, you may get more chance to show your potential

IOT: Individual Obstacles Task, you are required to attempt 10 obstacles individually, each obstacle consist of some points from 1 to 10.
Command Task: You will be a commander in this task, you are required to cross some obstacles with the help of 2-3 subordinates. You can choose 2-3 candidates from your own group whom you think can help you to clear the obstacles.

Snake race/Group Obstacle Race: All group members will be competing with other groups,   members will be holding a snake like rope, they are required to cross certain obstacles with the snake. There are certain rules like all other tasks. It is kind of race among different groups, its a fun.
Individual Lecturette: Each candidate will be giving lecture for 3 mins on a topic selected by him/her. You will get 4 topics out of which you have to select one topic.

FGT: Final Group Task, same like PGT, just like another chance to show your potential.


4. Personal Interview: 

It is a main key which decides your recommendation in the SSB Interview, SSB Interview questions and answers plays vital role in the assessment of the candidate. How to face the IO[ Interviewing officer]  in the SSB PI[ SSB Personal Interview] is the major concern here, one wrong move can tarnish your image and reduce your chances to get recommend.

 5. Conference: 

Each candidates will be facing all SSB board members, he will face few general questions like how was your stay or what did you learn from this, conference is just to decide whether or not to recommend you as an officer in Indian defence forces. All assessors collectively decide your suitability, for some candidates those who are in border line, may face certain questions, which can be decisive one. It hardly goes for 1-2 mins.
